Pressure equipment maintenance and inspections in Spain: what changes compared to the PED
Buying equipment with CE marking under the PED directive does not exhaust the obligations: once installed in Spain, putting into service, maintenance and periodic inspections are governed by Royal Decree 809/2021 and its complementary technical instructions (ITC). Confusing the two frameworks is a frequent and costly mistake worth avoiding from the equipment purchase stage itself.

Placing on the market is not the same as putting into service
Directive 2014/68/EU regulates the placing of equipment on the European Union market: design, manufacture and conformity assessment before it is made available. Royal Decree 809/2021, which transposes and develops the framework in Spain, regulates putting into service, operation, maintenance, repairs and periodic inspections of installed pressure equipment. Correctly marketed equipment must additionally be integrated into the Spanish inspection regime.
What RD 809/2021 and its ITCs regulate
The pressure equipment regulation establishes the requirements for putting into service, the obligations of operators, equipment registration and notification, and the periodic inspection regime. Its complementary technical instructions develop the details by equipment type. The consolidated text published in the BOE states 03/09/2025 as its latest amendment; always work from the current consolidated text.
Inspection frequency and inspection body
There are no universal intervals: the frequency of periodic inspections depends on the equipment category, the fluid, the type of installation and what the corresponding ITC establishes. Likewise, who may carry out each inspection — control body, in-house service or other foreseen figures — depends on those same factors. This article provides neither intervals nor authorisations: the specific frequency and inspection body must be determined from the current text and, in case of doubt, with the competent administration or a qualified professional. VPENGINEERING does not present itself as an inspection body or authorised entity.
What to review before an inspection
- Equipment documentation: declaration of conformity, instructions, drawings and certificates received from the manufacturer.
- Registration and notifications made to the administration when putting into service.
- History of maintenance, repairs and modifications, with their responsible parties.
- Status of safety accessories and their verification regime.
- Who acts as operator and who coordinates the relationship with the inspection body.
Preparing this information from the purchase stage — asking the manufacturer for the appropriate documentation — avoids reconstructing the file years later, when the first periodic inspection arrives.
Putting into service: what should be resolved
Before putting pressure equipment into service in Spain, the operator must ensure that the procedures established by the regulation are fulfilled: notifications and registrations with the competent administration, initial verifications where applicable and availability of the equipment documentation. The specific scope depends on the type of equipment and the installation, so it must be confirmed against the current text and, when necessary, with the administration or a qualified professional.
One point that should not be left to the end is coordination between manufacturer, installer and operator: who delivers which documentation, who makes the notifications and who keeps the file. Resolving this in writing during the project phase prevents commissioning from being delayed by procedures nobody had assumed, and makes clear from day one who answers to the administration at each step of the process.
Repairs and modifications: another front to document
The regulation also covers repairs and modifications of equipment in service, with requirements that depend on their nature and scope. A significant modification is not an informal procedure: it may require the involvement of inspection bodies and an update of the equipment documentation. Before modifying a vessel or reactor in service, determine with a qualified professional what the current text requires for that specific case, including whether the work affects the equipment category or its subsequent inspection regime.
For the buyer, the practical conclusion is that the equipment file starts at the quotation: requesting complete documentation from day one, keeping it in order and recording every later intervention is the best preparation for any future inspection.
